Configurable agents_send budget for a coordinator agent

From AzyraDone 2 weeks ago

We run one coordinator agent that directs about 20 builder, reviewer and dispatcher agents in a single project. agents_send allows 12 messages reaching 30 recipients per 10 minutes per sender. A coordinator reaches that limit in normal work, not in a loop. A single ruling often has to reach 4–6 agents (the builder, its dispatcher, its reviewer and a UX reviewer), so a few rulings in a row use up the whole budget. When the limit is reached, the tool tells the agent to stop coordinating and report to the user. Time-sensitive orders then wait 10 minutes, or the user has to paste them into another agent's tab by hand.

There is no setting for this today. The only switches are Inter-agent messaging on/off and per-agent Pause coordination.

Proposal: a per-agent setting in the agent's saved configuration that raises the budget for agents the user marks as coordinators, with the default kept for everyone else. The existing per-conversation ceiling and the duplicate-subject refusal would still guard against loops.
