Wake an agent to read its inbox when a message arrives

When one agent messages another with agents_send and the recipient isn't running, the message waits. When I then start the recipient, it doesn't act on the message: it runs its own startup and asks me what to work on, and the message sits unread until I tell it to check its inbox. I had to relay by hand a message that was meant to go straight from one agent to another.

Problem to solve
Messages between agents need a person to wake the recipient and tell it to read its inbox.
Proposed behavior
A setting (per project or per agent) to automatically start or resume the recipient when a message arrives and have it check its inbox first. Messages should also count as a reason to act when an agent starts up or goes idle.
Acceptance criteria
Agents can hand work to each other without me passing messages along.
