Let agents message agents in other projects of the same account
From bensDone 2 weeks ago
agents_send only reaches agents in the caller's own project. An agent working in one repository often finds a problem that belongs to a sibling project, such as a shared tool or library, and needs to tell that project's agent. The only cross-project actions today are backlog_create, agents_spawn and agents_resume. backlog_update can't add to an existing sibling ticket, and agents_send to a sibling's agent fails with "is not an agent of this project". So the only way to pass a finding along is to open a whole console there or file a duplicate ticket, where a message would do.

Problem to solve
An agent can't send a message to an agent in another project of the same account, or add to that project's existing ticket.
Proposed behavior
Add an optional project parameter to agents_send (and agents_list_live), with the same persistence, rate limits and pause controls as same-project mail. Optionally, allow descriptionAppend on a sibling project's ticket too.
Who benefits
People running agents across several related repositories, such as a product and the tools it depends on.
Acceptance criteria
An agent passes a finding and its context to the right agent in a sibling project, without opening a new console or filing a duplicate ticket.
