Add an AgentsRoom Tool for reading the AgentsRoom Feature/Bug boards so that agents can stay on top of changes

This will be available in the next version. Your agents can now read AgentsRoom's own changelog and this public feature/bug board directly, with the AgentsRoom tools they already have. Ask an agent things like "what's new in AgentsRoom since my version?", "is this bug already known?" or "where do my reports stand?": it gets the latest releases compared with the version you run, the tickets with their status and the version that carries each fix, and the replies on a ticket. Nothing is pushed into your agents' context: they read it when you ask, or when a scheduled trigger or a start-of-session instruction asks them to, which covers the mailbox idea without the noise. If this is not quite what you had in mind, tell us here and we will adjust.
