Project-level environment variables applied to every agent

User wants secrets from the Secret Manager to be injected as environment variables for every agent within a project automatically, without having to add the {{secret:NAME}} reference to each agent's "Environment variables" field individually.
Problem to solve
Wanted every agent in the project to have access to a set of secrets (env vars) without configuring each agent separately.
Proposed behavior
A project-scoped setting (like a project-level 'Environment variables' list) that all agents of that project inherit automatically, similar to how providerEnvVars works globally but scoped to one project instead of the whole machine.
