Add GitHub Copilot CLI quota monitoring to the Usage panel

The footer Usage panel shows quota bars (with usage alerts and quota rules) for Claude, Codex, Grok, Kimi, Cursor, Antigravity and OpenCode, but GitHub Copilot CLI has no quota gauge. Users running Copilot agents cannot see their remaining allowance, get threshold alerts, or build quota rules for it. Request: add a Copilot quota gauge to the Usage panel so it also gets bells/alerts and can be watched by quota rules.

Problem to solve
I run GitHub Copilot CLI agents in AgentsRoom but cannot monitor my Copilot quota: the Usage panel has no Copilot bar, no usage alerts and no quota rules for it.
Proposed behavior
Add GitHub Copilot quota monitoring to the Usage panel, with threshold alerts and quota rule support like the other providers.
